Em Portugal, o financiamento para a cultura tem sido motivo para duras críticas aos sucessivos governos. As queixas recorrentes centram-se na evidente insuficiência de verbas e na tendência para favorecer estruturas próximas do poder central. Acresce ainda a preocupação com a instrumentalização da cultura, frequentemente utilizada para complementar quadros programáticos, em especial quando se verifica falta de recursos humanos ou vontade política para abordar questões sociais relevantes e complexas.
Este problema parece ter raízes históricas. Durante o Estado Novo apenas a Fundação Calouste Gulbenkian conseguia contrariar a Política do Espírito promovida por António Ferro. Nos anos que se seguiram ao 25 de Abril, o Estado revelou-se incapaz de formular uma política cultural estruturada e coerente. Neste período procurou-se uma ligação direta entre a comunidade artística e o governo, integrando escritores, arquitetos ou artistas plásticos na Secretaria de Estado da Cultura. Porém, o elenco escolhido, considerado pouco plural e representativo do país real, colheu sucessivas críticas de 'bairrismo lisboeta'.
Nesta conferência serão explorados temas como a relação entre o Estado e a cultura, estratégias para financiamento alternativo, e a necessidade urgente de uma abordagem mais equitativa e democrática no ambiente cultural do país. Contamos com a presença de Ana Carvalho, da área da gestão cultural, da curadora Eduarda Neves e da investigadora Paula Guerra. A conferência será moderada pela investigadora e curadora Paula Parente Pinto.

** Ana Carvalho é diretora da EDITORIA, consultora do Município de Braga para a Estratégia Braga 2030 e doutoranda de Políticas Culturais na Universidade de Barcelona. Entre 2017 e 2019 foi diretora artística do Fórum Internacional Gaia dedicado à reflexão e programação sobre questões da sustentabilidade e alterações climáticas e entre setembro de 2014 e 2019 foi diretora do projeto Armazém 22. Foi consultora de projetos culturais para a CIM do Alto Minho. Trabalha como gestora cultural desde 1999 em diversas entidades do setor. Entre julho de 2011 e julho 2014 foi Subdiretora-geral da Direção-Geral das Artes (DGArtes), lugar que assume após dirigir a Agência para o Desenvolvimento das Indústrias Criativas – ADDICT. Em 2008, é convidada para coordenar os projetos europeus e as Relações com a Comissão Europeia no âmbito do Eixo Atlântico Alto Minho. Em 2006, coordena cientificamente a 1ª Pós-graduação em Marketing de Artes no Instituto Português de Administração e Marketing (IPAM). Tem mestrado em Arts Management, pela City University, Londres, e licenciatura em Economia, pela Faculdade de Economia da Universidade do Porto e pós-graduação em Marketing Management pelo IPAM.
Eduarda Neves é professora de arte contemporânea, domínio no qual tem vários artigos e livros publicados. Curadora independente. A sua prática ensaística e curatorial articula os campos da arte, filosofia e política. Colaboradora da revista Contemporânea. Integrou a Comissão de Aquisição de arte contemporânea da Colecção do Estado Português e a Comissão de Aquisição de arte contemporânea da Colecção Municipal do Porto. Paula Guerra é Professora de Sociologia na Universidade do Porto e Investigadora no Instituto de Sociologia da mesma Universidade. Paula é Professora Associada Adjunta do Griffith Centre for Social and Cultural Research da Griffith University na Austrália. É fundadora/coordenadora da Rede Todas as Artes: Rede Luso-Afro-Brasileira de Sociologia da Cultura e das Artes e da KISMIF (http://kismifconference.com/ e https://kismifcommunity.com/). É presidente da International Association for the Study of Popular Music (IASPM) Portugal e integra o board da Research Network de Sociologia da Arte da European Sociological Association. Coordena vários projetos de investigação subordinados às culturas juvenis, sociologia das artes e da cultura, cocriação, metodologias e técnicas de investigação, culturas DIY, entre outros temas. Tem igualmente orientado vários projetos de mestrado, doutoramento e pós- doutoramento nas áreas mencionadas. Paula é editora-chefe (com Andy Bennett) da revista da SAGE DIY, Alternative Cultures and Society.

In Portugal, funding for culture has been a source of harsh criticism towards successive governments. The recurring complaints focus on the obvious lack of funds and the tendency to favor entities close to the central power. Additionally, there is concern about the instrumentalization of culture, often used to complete programmatic frameworks, especially when there is a lack of human resources or political will to address relevant and complex social issues. This problem seems to have historical roots. During the Estado Novo regime, only the Calouste Gulbenkian Foundation managed to counteract the politics promoted by António Ferro. In the years following the revolution, the state proved incapable of formulating a structured and coherent cultural policy. During this time, there was an attempt to establish a direct connection between the artistic community and the government, integrating writers, architects, and visual artists into the Secretary of State for Culture. However, the chosen lineup, deemed unrepresentative of the broader country, faced recurring criticisms of 'Lisbon parochialism'. In this conference, topics such as the relationship between the state and culture, strategies for alternative funding, and the urgent need for a more equitable and democratic approach in the country's cultural environment will be explored. We look forward to the presence of Ana Carvalho from the field of cultural management, curator Eduarda Neves, and researcher Paula Guerra. The conference will be moderated by researcher and curator Paula Parente Pinto.

Ana Carvalho is the director of EDITORIA, a consultant for the Municipality of Braga for the Braga 2030 Strategy, and a doctoral candidate in Cultural Policies at the University of Barcelona. Between 2017 and 2019, she served as the artistic director of the International Gaia Forum, dedicated to reflection and programming on sustainability and climate change issues. From September 2014 to 2019, she was the director of the Armazém 22 project. She provided consulting for cultural projects for the CIM of Alto Minho. She has been working as a cultural manager since 1999 for various entities in the sector. From July 2011 to July 2014, she was the Deputy Director-General of the Directorate-General for the Arts (DGArtes), a position she assumed after leading the Agency for the Development of Creative Industries – ADDICT. In 2008, she was invited to coordinate European projects and Relations with the European Commission under the Atlantic Axis Alto Minho. In 2006, she scientifically coordinated the first Post-Graduation in Arts Marketing at the Portuguese Institute of Administration and Marketing (IPAM). She holds a master's degree in Arts Management from City University, London, a bachelor's degree in Economics from the Faculty of Economics of the University of Porto, and a postgraduate degree in Marketing Management from IPAM.
Eduarda Neves is a professor of contemporary art, a field in which she has published several articles and books. She is an independent curator. Her essayistic and curatorial practice combines the fields of art, philosophy and politics. She is a contributor to Contemporânea magazine. She was a member of the Commission for the Acquisition of Contemporary Art from the Portuguese State Collection and the Commission for the Acquisition of Contemporary Art from the Porto Municipal Collection. She is currently director of the Escola Superior Artística do Porto (ESAP).
Paula Guerra is Professor of Sociology at the University of Porto and Researcher at the Institute of Sociology of the same University. Paula is Adjunct Associate Professor of the Griffith Centre for Social and Cultural Research in Australia. She is founder/coordinator of the Network All the Arts: Luso-Afro-Brazilian Network of the Sociology of Culture and the Arts. Paula is the founder/coordinator of the KISMIF (http://kismifconference.com/ and https://kismifcommunity.com/). Paula is member of the Board of the Research Network of Sociology of Art of ESA. She coordinates several research projects subordinated to the youth cultures, sociology of the arts and culture, co-creation, methodology and research techniques, DIY cultures, among other subjects. She has likewise advised and supervised several Masters, PhD and Post-Doc projects in the aforementioned areas. She is a member of the editorial council of several national and international journals, as well as editor and reviewer of several articles and books on a national and international level.
